3.  TUNNEL NO.3
City Tunnel No. 3, begun in 1970 and still under construction, is considered the most expensive public works project in the history of New York City. The project, actually a series of tunnels from the Kensico and Hillview reservoirs in Westchester County to points throughout the city, will supplement the two existing tunnels and allow for their inspection and repair.
