Unsightly lots have become objets d'art, thanks to the Philadelphia Mural Arts Program, which started as a city campaign against graffiti in 1984. The once-drab parking lot on 13th Street and Locust Avenue now showcases "Philadelphia Muses (1999)" by local artist Meg Saligman. Though the mural looks like a painting, it's actually made of large squares of polyester fabric attached to the wall with acrylic gel.
